I too have been looking for an online peer evaluation tool and looked at http://webpaproject.lboro.ac.uk/
 
I thought at first this needed to be downloaded and run from our own server. However, the Login and  Register function leads me to believe that this is accessible from their web site and run from their server. Anyone have any idea?
