I second Tom's approach. It's the one I use in my classes.
The instructions can be found in my course folder in Google Drive

Look to the Peer Evaluation Final Instructions header toward the bottom.
Seems the best approach is to keep grade ratios within a group. That way
issues within one group, like the one discussed by Kristie, do not affect
other groups' scores.
