Thats a hard one

Could you use modified version of hot seat....students in each team  could sequential complete steps...with hot seat draw picking who does next step....that might work for the psychomotor skills

The selecting/using scenarios might be easier....students could get patient file with all sorts of history and messy notes...and few different selection scenarios that teams could sort through and select best/most appropriate

These are my guesses....since I am no expert in your discipline :-)
