I'm with you Herb. The iRAT is a graded examination and students are expected to behave accordingly. We do let them go to the bathroom, but otherwise no talking, books, phones, etc which might disturb those still taking the test.
We conduct the iRAT using an online testing system which allows student progress to be monitored in real time. I start giving warnings when about 2/3 of the class has finished and a final minute when we're down to the last few students. There is relatively little waiting time and the students haven't complained about this very much.

In looking at this article I've been thinking a lot lately about the time between the iRAT and the T-RAT.  While waiting for others to finish what do you allow?  I don't allow any materials.  I do allow them to go tot he restroom.  I debating about policing cellphone use.  Right now it kind of servers as a pacifier (keeping them quiet while others finish).  


What do you allow or prohibit between iRAT's and the T-RAT's?
