The "one page of handwritten notes" approach works well for many folks.  It forces students to study carefully enough that they have to do their own filtering of what from the material is most important, and at least somewhat put it in their own words.

I *don't* recommend letting students use their books.  If you do this, they won't study at all, and will spend the whole time flipping around in the book, reading the material for (maybe) the first time. . .

I do.  I allow a single sheet of handwritten notes.  I also provide 'Test Blueprints' to help them focus their reading/ note taking.  Karla
