Simple answer is no

Some instructors do allow notes.....I wouldn't recommend....but I am not in
their classroom.....their shoes....in front of their students

If I was to allow notes.....they would have to be hand written.....maybe
just 1 page.....a concept map?
I would want to ensure that the students had interacted with the material
and processed it in some way.....

Still, I personally don't think letting students use notes is a good
idea......the test needs to be about what I know....not what I can look up
quickly
