I have simply returned the unusable ones and this great company has replaced them free of charge.   Worth a try.

I've been using TurningPoint QT Clickers for my T-RATS for 10 years (I did a poster session at the Austin and Albuquerque TBL conferences).  It allows for any number of items and the software keeps track of all answers and there are no forms to maintain (of course, the college did buy the clickers for me).

Thanks to all of you that have replied already. It looks like I will
need to buy some new sheets, which is a bummer because I have (probably)
100s of old sheets that I'll have to throw away. From what I can tell on
the Epstein Education website, the smallest number of sheets you can
purchase at a time is 500. That's part of my problem, as my classes are
quite small (no more than 7 teams in a class, and as few as 1 team). I
simply can't use 500 sheets quickly enough before they go bad.

Does anyone know if the sheets can be purchased anywhere in increments
much smaller than 500...?

But in my class last week, for the first time, multiple teams found that they were unable to scratch off the silver rectangles without tearing through the paper or just smudging the silver. In either case, they were unable to see whether or not there was a star underneath the silver.
