Hi, Amina- I have faced dealing with enrollments of 4-10 students numerous times. I agree with the others that the dynamic of two teams is preferable. However, a caveat, I have talked with Larry a number of times over the years about team size issues and one takeaway that has convinced me to go with larger teams (around 7) than I used to is to be sure that the teams have the resources in terms of student abilities to undertake the applications. So, if this is in doubt with teams of four, in the trade off, I would go with one team of eight just to be sure.
