We’ve been doing this for almost 3 years, in several courses (computer science), and it works perfectly well. We use adaptive mode quizzes, with penalties for failed choices, and project one question at a time in the screen, with scrambled order both for questions and answers.
Of course it helps if your wifi network does not allow for internet access (while allowing to access the local moodle installation).
As our computer science students are provided with a laptop, we also use to do iRATs using moodle quizzes.

Subject: question on a moodle facsimile to IF-AT forms
Hi all,
I am considering using moodle quizzes to simulate the IF-AT tRAT forms.
This seems easy to do technically.
I am worried about giving student teams access to a tablet or smartphone during my closed-book, open-note quizzes.
I will have 10 teams and can easily move about the room to visually inspect device screens during the quizzes.
Has anyone tried doing the tRATs this way? What lessons did you learn?
