I am not sure about the origin of "active learning"; however, I do know Jonathan Bergmann and Aaron Sams co-authored "Flip your Classroom; Reach Every Student in Every Class Every Day".  They describe their story of how they created the Flipped Classroom, a very quick and short read....

Subject: origin of "active learning" concept

Hi there,

I am wonder if somebody can give some references of the origin of "active learning" concept, who introduce it for the first time. And also something about the origin of "flipped classroom".

Thanks
