PBL and TBL are both small group methodologies but with marked difference as far as prerequisites and preparedness of students is concerned. 
1. PBL is open inquiry method meaning thereby that students have to make learning outcomes, identify resources and resolve the problem. TBL is GUIDED inquiry method in which learning outcomes are given by teacher along with resources.
2. PBL is highly resource intensive and for example you need 20 rooms and same number of facilitators. TBL on the other hand requires one class room and one facilitator with May be some support staff.
3. TBL requires students to be at certain level of self directed readiness, which may be low in some settings if the students come from previous prescriptive teaching system.
4. We considered PBL but were short of resources and when conducted study our students did not have optimum level of SDLR self directed learning readiness.

A question that keeps coming up is, "What is the difference between TBL and PBL?" My answer is that both are under the umbrella of 'the flipped classroom'. Some similarities are: both priortize time to  the application of content, both depend on students taking initiative and being accountable for their learning. One difference is that TBL is more structured than PBL.

I'd like to hear more responses to this question.
