I think the individual RAT and the team RAT have to be treated differently. If it's an absence due to university business (athletics and other university sponsored events), I don't have a choice--I have to give a make-up. Beyond that, as others have pointed out, there are other legitimate reasons that students miss class and, in my opinion, should be given the opportunity to make up the individual test.
With the team test, I've always wanted to create a situation similar to what they will face in the workplace (and it's explained on the TBL website in the Frequently Asked Questions). In recent years, I've had the class determine a policy as part of the grade weight setting activity (also explained on the web site). Without exception they say, "No credit on the team test (or opportunity for individual make-up) unless: 1) the absence is known in advance and, 2) the absence is "legitimate" -- as determined by the team." The very nice result of having the students create the policy is that I've never had a team OK an absence that I wouldn't have OKed on my own and, because it's THEIR decision, I've never had anyone even raise an issue about whether or not it is fair.
