Yes, I do. I even provide them with discussion questions in advance to guide their reading and note taking. I want to reward students for good study skills. If I didn't allow notes, it's unlikely that they would take them and their reading would be cursory at best. However, you need to create questions that force them to use their notes in a meaningful way. For example, rather than having questions that simply repeat a definition, write a scenario illustrating an application of the definition.
