I'm teaching a Tests and Measurements in Psychology course (advanced undergraduate) using TBL. We may have some similarities, though I'm not sure how helpful I would be on the RATs since those are so specific to the exact course content you want to cover. I have planned out most everything except I need to develop iRATs/tRATs for the units -- for sampling, reliability/validity, levels and types of measurement, protocol design (writing good survey and interview questions), survey and interview design and admin, and quant data analysis (univariate and bivariate).
