Molly,

Are there other sections of the course for students to take? I agree that
you will be setting up for trouble. In my courses, I really lay out why
I'm using a TBL model and the benefits the students will have (better
learning, funner class sessions, lack of boring lectures, etc) and
encourage students to drop if they want a more "traditional" approach to
the course. But this only works if there are other sections that can
absorb them (or if the class isn't required and they can take something
else).
