I can't reply about Blackboard's tool but this seems an appropriate thread to mention that another electronic peer review tool is Expertiza from North Carolina State. You can find out more about that at http://research.csc.ncsu.edu/efg/expertiza and Ed Gehringer [[log in to unmask]] is the contact. On this web page you can look for an archive of a presentation about using it for team review which describes some different kinds of team review options. Some applications relate more closely to Team-Based Learning than others. 

It is also used for other kinds of peer review, like writing peer review. It has some nice features like the ability to review the reviewer.

Hi,
I am currently using Ipeer but am wondering if anyone has used the
Blackboard 9.0 peer assessment tool?  Could it be used as a way for
team members to give each other feedback about team projects and
individual behavior?
