I have never allowed students to look at notes between tests--after all--these are graded tests, albeit low stakes. And this year I asked them to stow away the smart phones too. That is my new favorite rule--there is nothing I disliked more than watching students playing with their phones during the IRAT times. I was spending half my time peering over their shoulders to see if they were perusing sports scores or tiny on-line textbooks and now I don't have to worry.

On a related issue (this may have been addressed before). Do you allow 
students to look at notes or material between the iRAT and T-RAT? Since 
I allow those who finish early to take break (so they won't talk so much 
in class while others are finishing) and, I can't police the hallways, 
bathrooms or cell phones (some of my student have their textbook 
available on their iPhones) so I don't even try.
