It sound to me like the peer evaluation process is working just fine....I like the fact that the non-performing student actually gets zero...that the peer evaluation process has enough teeth....to not reward those that don't contribute
with the higher scores for other team members....the advice to just exclude the non-performer from the peer evaluation s a good one especially if there were a mix of team sized 6 and 7 in your class
If we were the only team of 6 completing the same amount of work as a team of 7 then maybe we deserve the bonus
It depend how much the bump in grade changes things...if it only small...I would give it to them....they learned a nice lesson about stepping up and getting the work done

I would think that since the absent student did not complete an evaluation for the other students, then zero points would be added to each of their scores in lieu of an assigned score by that student. If you divide a students' received total points by 6 (rather than 5), then you would eliminate the escalation of the students' scores.
Say a student received 121, 119, 122, 119, 118 from her team mates. Then by adding zero for the absence of a score from the absent student, and dividing by 6 instead of 5, this student would receive approximately 99% of the available team points.
