OK, I'll take a crack at it:
Definition for FACULTY:
"TBL is not just any old form of group work. It is a special form of collaborative learning using a specific sequence of individual work, group work and immediate feedback to create a motivational framework in which students increasingly hold each other accountable for coming to class prepared and contributing to discussion."
Definition for STUDENTS:
"TBL is not just any old form of group work. It is a special form of collaborative learning using a specific sequence of individual work, group work and immediate feedback to create a team experience in which effort is rewarded fairly and where students feel known, needed and appreciated."

Hi
I am looking for a succinct definition of TBL that can be used for marketing a TBL course.
Thanks,
Loretta
