Wow, that's pretty rare in my experience and it feels like a lack of perceived accountability.
I guess the first thing I might try would be to switch to a random selection of *individual* members who are to report for each group.
So, you'd do something like this for all groups: give everyone in the group a number (1-6) that is theirs for the rest of the semester. When it comes time to report, you can say "OK, today, let's hear from team member #3!"
That way, when it gets to your squishy team, at least one person is "on the hook" in front of the rest of the class for reporting something.
Any other ideas?

Subject: Team doesn't respond - ideas?
I have a team in my class who is often does not have an answer ready when I
ask for them during activities. These are almost always "make a choice"
activities or ones where I ask them to write their answer on the board.
I'm not sure what to do. I tried calling them on it but it didn't work (e.g.
"Team 4, you didn't put your response up. What did your team talk about/what
answers were you stuck between?") but they fumble around and don't really
answer.
I don't grade the group activities during the unit (they are framed as
practice - most days students turn in something on their own (reflective
writing, the choice they would pick before talking with their teams) but
think this might be the only way to get them to get their gears together.
Any ideas?
