We have gotten a good start on developing a system here at UT. We demonstrated our system at the TBL conference in B.C. At that point it only ran on Firefox and not IE. That's obviously an issue. I am not the lead on this project, so I will check in with the fellow who is and let you know where it stands.
The problem with blackboard is that there is no way to turn off the feedback after the individual test. At the very least, students find out how many they got right or wrong. So, if you have 30 questions, and a student learns that they got 30/30, then they just tell their team-mates the answers and there is no discussion.
We'll certainly be willing to open-source it when we feel it's ready!

Subject: TBL support -- Lab tool, or Blackboard or Sakai - alternative to IF-AT ?
Hi!
I'm teaching in a computer lab, 32 stations, where students can form
groups too when that makes sense. I would like to implement some
semi-automated version of team-based learning, including an online
approximation to the IF-AT scheme. Please advise if you have experience
or suggestions related to any or all of the following questions.
1. Is there some lab-oriented software alternative to the IF-AT that
works well?
2. Is there some connection of team-based learning with Blackboard or
Sakai?
3. Is there some other audience polling software, open source, that
could help with this?
4. Would it make sense to use ipeer to help with the peer assessments?
