I think the rationale for giving a student with an excused absence the missed points from the tRAT is that recreating the tRAT team environment with a single student is difficult if not impossible. Nevertheless, if the student has made-up the iRAT after the absence, he or she has demonstrated some level of learning on the same assessment.
So, what I do for an absent student is immediately go over his make-up iRAT test with him (before revealing the anwer key) so that he can defend his choices against my challenges, and I can clear up misconceptions he may have had from the reading. He then gets his own (earned) iRAT grade and his team's previously earned tRAT grade. (With the assumption that the other members of the team would have advocated for the same choices, on average, with or without him there.)

I'm new to TBL as well and am very surprised that some class policies allow students to receive scores for work they didn't do/learning they didn't demonstrate. Can anyone share the theory/purpose behind such a policy?
In my class, students do not receive scores if they are not present, but students can drop their lowest iRAT/tRAT scores from the final (so, if they missed one, they can drop those 0s). This has worked well for me (albeit, only taught using TBL twice)---no complaints.
