I have a simple policy - no phones, period. If I see them, they loose all
their points for the RAT (and I won't allow it to drop). If I saw them
taking pictures/copying the exam, it would be grounds to fail them for the
course. I also reuse my materials semester to semester and test security is
a priority. With this policy, I have not had any problems.
