Hi Stephanie,
I teach airport administration and finance with TBL and Airport privatization is one policy topic we cover. For applications, we do something like this:
Start with easier MCQ style on existing situations/airports; then have them generalize to another situation/airport. Fortunately there are a lot of airports so we have lots of options for Q3, 4 and 5.
1. The most important reason San Juan pursued the Airport privatization policy was:
A) Generate funds needed to invest in crumbling airport infrastructure
B) Generate funds for non-airport uses (government pension fund)
C) Increase tourist arrivals
Etc.
2. The most important reason the Chicago decided against privatization the first time was:
A, B, C, D
3. What are three reasons why Jakarta should privatize its airport? (please list in rank order)
4. What are three reasons why Jakarta should NOT privatize its airport? (please list in rank order)
5. Should Jakarta privatize its airport?
A) Yes
B) No

Which external factor would most influence the choice of solution X......
What information is missing...that would let you make this decision with more certainty?
