Derek Bruff published a book on the use of clickers just last year.
Lots of good practical information and strategies to deal with issues
like this from a wide variety of faculty he interviewed.

We don't have a great way to deal with this....but a few instructors
have
just seized both clickers....and not returned them till the students
came to
office hours and explained

The issue here might be how points are awarded.....here if students
respond
80% of the time they get full marks....this calms the students down when
batteries go dead, clickers are forgotten, or people are sick

Here in engineering we award points just for participation (answer does
not
need to be right)

In Science here they award both participation and correctness
